Cook and drain noodles (putting aside seasoning packet).
Dice the shallots and add to a skillet with the oil. Saute for about 5 minutes over medium/low heat. Add in the garlic and saute for 1 minute. Add the tomato paste and saute for 2-3 minutes.
Transfer to a blender with all remaining ingredients (including seasoning packet) except for parmesan cheese and parsley.
Blend until completely smooth. (Taste and adjust flavors as desired.)
Mix sauce with noodles.
Top with parmesan cheese and parsley.
