Add soy sauce, vegetable oil, honey, garlic, ginger, pepper, and chili paste to a bowl and whisk together. Reserve 1/3 of the marinade for the shrimp.
Marinate steak in refrigerator for 1-2 hours. Before cooking, take it out and let it get to room temperature (about 30 minutes). Meanwhile, add shrimp to the reserved marinade and marinate for 30 minutes.
On high heat, cook the marinated steak until it has a nice color on each side. Set aside to rest before slicing.
Add shrimp to the pan and pour remaining marinade over them. Cook a couple minutes on each side.
Prepare Top Ramen® according to package instructions.
Assemble bowl: add sliced beef, shrimp, green onion, corn, and fried shallots.
